The present rules are implemented in the “Vozdushnaya Gavan” Hotel and developed in accordance with the Rules on Rendering Hotel Services in the Russian Federation, approved by the Decree of the Government of the Russian Federation No.1085 dated 09.10.2015.
- GENERAL TERMS
- These Rules are intended for regulation of the mutual relations of the Vozdushnaya Gavan Hotel with the Consumers (Customers) while rendering hotel services.
- The check-out time (pay hour) in the Vozdushnaya Gavan Hotel is 12:00 (12:00 PM) local time.
- Check-in time is 14:00 (2:00 PM) local time.
- Check-out time is 12:00 (12:00 PM) local time.
- In case it is agreed with the Hotel administration the consumer’s (customer’s) stay can be prolonged up to 14:00 (2:00 PM) local time without charging extra payment.
- There is no limit to the number of nights Consumer (Customer) can stay at the Hotel.
- Basic terms and concepts used in the present Rules:
- hotel services – a range of services for temporary accommodation of guests, including related services;
- hotel – a property complex of JSC “International Airport Irkutsk” designed to provide a range of hotel services;
- room rate (bed rate) – a cost of temporary accommodation and services provided at the Hotel by the Contractor according to the actual price;
- consumer – a person who is going to book/order or is booking/ordering the hotel services for their own use (non-business-related activities);
- contractor – a company, regardless of it’s legal form, or an individual entrepreneur, providing the Consumer with the hotel services;
- customer – an individual or legal entity who is going to book/order or is booking/ordering the hotel services in accordance with the rendering hotel services contract (hereinafter – Contract);
- reservation – an advance hotel booking (room / bed in the room) made by the Customer (Consumer);
- check-out time (pay hour) – is the standard time set by the Hotel (hereinafter – Contractor) for the check-in and check-out of Consumer.
- The “Vozdushnaya Gavan” Hotel is a structural subdivision of JSC “International Airport Irkutsk”.
- TERMS OF RENDERING HOTEL SERVICES
- The reservation is available 24 hours a day and can be made in any of the following ways:

- through the online reservation system on the official hotel website.
- A hotel reservation request should contain the following required information:
- company details: legal address and bank information (for legal entities);
- contact details;
- number of guests;
- full name and legal nationality of the guests;
- day and time of arrival and estimated time of departure;
- type and number of rooms;
- payment method.
- In case of bank transfer payment the hotel reservation request should be sent to the Contractor within two working days prior to the arrival date.
- The reservation is considered to be guaranteed in case of 100% advance payment and after the receipt of funds on the Contractor’s current account or via a cash desk. Otherwise the reservation is considered to be non-guaranteed.
- In case of arrival/departure time noted in the request differs from the hotel’s check-out time, the Contractor shall charge a fee in accordance with paragraphs 3.17 and 3.19 of the present Rules.
- After the hotel reservation request is received, the Consumer (Customer) will be informed within one working day if his/her reservation has been confirmed or rejected. At the peak period, the requests processing time may be extended.
- The Contractor has the right to refuse a hotel reservation if there are no vacant rooms for the dates noted in the request.
- The reservation is considered to be valid in case the Consumer (Customer) has received the notice with the next information: full legal name of the Contractor, data on the Customer (Consumer), details of the room type and price, booking terms and conditions, term of stay at the Hotel. The reservation is valid no longer than 2 hours from the arrival time noted in the hotel reservation request.
- If the Consumer (Customer), who booked the hotel room for a certain period of time, needs to check out earlier, he/she has to inform the Contractor 12 hours prior departure.
- The Consumer (Customer) has the right to cancel reservation informing the Contractor not later than 12 hours before the standard hotel’s check-in time (14:00 / 2:00 PM local time).
- If there is no advance notice about consumer’s (customer’s) late arrival, the Contractor has the right to cancel a reservation.
- In case of non-arrival within the agreed time and the absence of notice about the arrival time changes, the reservation is cancelled automatically.
- In case of denying reservation the Contractor shall inform the Consumer (Customer) via e-mail or through telephone call.
- In order to conclude a rendering hotel services contract, the Consumer (Customer) needs to present identity documents such as:
- the Russian Federation internal passport (for RF citizens 14 years of age and over);
- the USSR passport (if valid, for RF citizens 14 years of age and over);
- birth certificate (for RF citizens under 14 years of age);
- international passport of the Russian citizen (only for RF citizens who are permanently living abroad);
- passport of the foreign citizen or another document prescribed by federal law or recognized under an international treaty of the Russian Federation as a document certifying foreign citizen’s identity (for a foreign citizen);
- the document issued by a foreign state and recognized under an international treaty of the Russian Federation as a document certifying that he/she is a stateless person (for a stateless person);
- temporary residence permit (for a stateless person);
- residence permit (for a stateless person).
- In order to check in at the Hotel the Consumer (Customer), who is the foreign citizen or stateless person, needs to present a passport or other documents specified by federal law with the stamp of a border control body confirming the entry into the Russian Federation.
- The check-in procedure of the Consumers, who are the RF citizens, is carried out in accordance with the Rules on registration and cancellation of registration of citizens of the Russian Federation at places of their sojourn or residence within the Russian Federation, approved by the Government of the RF in Resolution No.713 on July 17, 1995.
- The check-in procedure of the Consumers under 14 years of age is effected by applying the identity documents of their attending parents (adopters, guardians) or close relatives or accompanying person(s), as well as birth certificates of these Consumers.
- The registration and cancellation of registration of the foreign citizen or stateless person at the place of their sojourn in the Hotel is effected in accordance with the Rules on migration registration of foreign citizens and stateless persons in the Russian Federation, approved by the Government of the RF in Resolution No.9 on January 15, 2007.
- The Contractor has the right not to accommodate the Consumer (Customer) without required identity documents.
- The Hotel is operated round-the-clock providing 24-hour service to the Consumer.
- The Guest is given the room key at the Front Desk after filling out the application form and paying for the hotel stay. In case of loss of the room key, a fee is charged in accordance with the valid price list.
- The Contractor has no right to render other chargeable services that are not included in the room rate (bed rate) without the Consumer’s request.
- Upon request of the Consumer the following services are provided by the Contractor without extra charge:
- ambulance and other emergency services call;
- first-aid kit;
- correspondence delivery to the room;
- wake-up calls;
- hot water, sewing kit, tableware and cutlery items.
- The Consumer (Customer) should pay hotel services and other chargeable services in full when entering into the contract.
- The Contractor issues the cash receipt to the Consumer after payment is made. The final bill for rendered services is provided by the check-out of the Consumer.
- The payment for accommodation and hotel services is made in cash, by debit / credit card or via direct bank transfer to the account of the Contractor.
- The Contractor shall apply a daily payment for accommodation.
- In case of guest’s arrival at the period of time from 00:00 (12:00 AM) till 12:00 (12:00 PM, hotel’s check-out time) and further accommodation at the Hotel not less 24 hours, the payment is charged as per a half day of stay in accordance with the valid price list (possible only if there are vacant rooms).
- In case of accommodation for less than 24 hours and (or) without advance reservation, the payment shall be charged as per a full day.
- In case of late check-out (after 12:00 PM), the payment is charged in the following order:
- up to 2 hours after check-out time – free of charge (if there are vacant rooms);
- from 2 to 12 hours after check-out time – 50% of the daily room rate;
- more than 12 hours after check-out time – for a full day.
- Children aged 5 and under stay free of charge when sharing a room with their parents (guardians) and without an extra bed and breakfast.
- If separate bed is required for children who are 5 years old and under, the charge is applied according to the valid price list.
- If Consumers (Customers) want to extend the period of stay at the Hotel, they need to inform the Contractor not less than 3 hours prior the check-out time (12:00 PM). In case there are no vacant rooms, the extension of the hotel stay may be refused. The extension of the period of stay at the Hotel is only possible for a minimum of 12 hours and with advance payment for the whole extended period of stay.
- In case the Consumer checks out prior the prepaid period of stay, the room rate for the current day of stay is non-refundable.
- The Contractor has the right to terminate the rendering hotel services contract unilaterally in case of Customer’s repeated violations of the Federal Law No.15-FZ “On Citizens’ Health Protection from Exposure to Environmental Tobacco Smoke and the Consequences of Tobacco Consumption” dated February 23, 2013, as well as in case of causing the damage to the hotel property or third parties within the Hotel. In such cases the Consumer (Costumer) has to reimburse the Hotel actual costs.
- In case of finding personal belongings left by the Consumer either in the room or in public area, the Contractor creates commission to make an inventory of such belongings and draw up a formal document. The lost property is recorded in a lost and found register at the 1C: Hotel software system. All the items are put in a plastic bags and store in the baggage room for 12 months. Perishable goods are kept for one week then are to be disposed off.
- The Consumer has to leave the room key at the Front Desk in case of temporary leaving the hotel’s territory. Taking the key back is possible upon showing the guest card, which is an entry-exit pass.
- Visitors may enter the Hotel only if accompanied by the Guest and upon showing the one-time visitor’s pass, which they can get from the security guard. The one-time pass allows visitors to enter the certain hotel room and stay there from 6:00 (6:00 AM) till 23:00 (11:00 PM).
- The Hotel has the right to evict the Guest with taking a surcharge of daily room rate due to a violation of public order, Hotel Rules, sanitary state of the hotel room, as well as in case of visitors’ staying at the room beyond 23:00 (11:00 PM), or disturbing the rest of hotel guests.
- The Hotel keeps the right to refuse in rendering hotel services for persons who are under the influence of alcohol or drugs.
- The Consumer is obliged:
- to comply with rules of accommodation established by the Contractor;
- to leave the hotel room upon the end of prepaid period of stay;
- to call the administrator for room-check before his/her check-out;
- to take good care of Hotel property and equipment;
- to comply with the present Rules, terms of rendered hotel services payment, to follow sanitary standards and to be compatible with the public order;
- strictly observe the fire safety regulations and use of electrical appliances rules;
- to inform any hotel employee immediately in case of fire breaking out;
- to pay rendered hotel services in full and on time;
- in case of loss or damage of the Hotel property, to cover the cost of that damage according to the Legislation of the Russian Federation. The extent of compensation is determined in accordance with the valid price list of the Hotel;
- to be liable for any actions of the visitors staying in the room, as well as ensure their compliance with present Rules;
- to turn off the taps, to close the windows; to switch off the light and TV set; to keep the door under lock and key when leaving the room.
- The Consumer is prohibited:
- to cause inconvenience to other guests or to disturb their rest;
- to drink alcohol and to smoke;
- to bring out the room key when leaving the Hotel;
- to leave unauthorized persons alone in a room;
- to hand over the room key to third parties;
- to keep pets or any other animals (e.g. birds, reptiles, etc.);
- to move furniture, to carry out bedclothes and other possessions from the hotel room;
- to take out any Contractor's possessions from the hotel;
- to use any electric heaters and appliances, which are not provided with a thermal protector, without non-combustible mat in order to prevent a fire;
- to throw any objects out of the window (such as bottles, cigarette butts, etc.). To use in the rooms non-standard (not provided for equipment of a room) electro heating devices, as well as extenders, adapters etc.
- The reservation is available 24 hours a day and can be made in any of the following ways:
- LIABILITY OF THE CONTRACTOR AND THE CONSUMER
- The Contractor is responsible for the storage of belongings and personal property of the Consumer in accordance with the Legislation of the Russian Federation.
- In case of non-fulfilment or improper fulfilment of the obligations under the contract, the Contractor incurs the liability statutorily required in the Russian Federation.
- In case of damage caused to life or health of the Consumer arising as a result of rendering hotel services, which do not meet the required terms and conditions of the contract, the Contractor is due to compensate for such damage in accordance with the Legislation of the Russian Federation.
- For any damage caused by the Consumer to the hotel property, the Consumer is due to cover the cost of that damage as stated in the valid price list in accordance with the Legislation of the Russian Federation.
- The compliance control of the present Rules is maintained by the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing.
